SUMMARY:  This position will provide leadership to maintain a safe and secure environment for students, employees, and visitors by developing establishing and enforcing safety and security policies, accessing control procedures, accident prevention efforts, supporting risk management, fire, safety, emergency management, cyber security awareness, cyber incident response planning, asset protection, parking control and traffic enforcement programs. Will perform tasks to develop, implement, and manage programs designed to effectively address security and school safety needs.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Provides leadership regarding District, school, and department safety needs.
  • Assist site administrators with investigations of threats.
  • Responsible for the District’s Emergency Operations Plan to ensure a safe environment for students, staff, and the public.
  • Develops, assesses, and coordinates the delivery of safety, emergency response, and preparedness training, technology security awareness training, including planning and monitoring compliance of safety drills, school safety teams, incident response teams and plans.
  • Works with district and site administration during crisis response to ensure plans are followed and situations are resolved effectively.
  • Collaborates with law enforcement, fire, medical, and emergency response personnel relating to the district operations and acts as a liaison between the district and these agencies.
  • Leads and trains district and school administration in the development and use of the federal Incident Command System (ICS) and conduct incident debriefs.
  • Inspects District facilities, equipment, materials, and employee work practices to determine unsafe conditions and coordinate with site administrators to address site safety needs.
  • Conducts district and site Emergency Preparedness drills to include lockdowns, fire drills, tabletop exercises, and practicing and testing the District Emergency Operations Plan, including but not limited to crisis response that requires reunification, technology Incident Response and Disaster Recovery.
  • Keep abreast of changing trends and emerging issues in enterprise risk management, cyber security, safety and Crime Prevention Through Environmental Design (CPTED).
  • Conduct safety, security, and emergency preparedness training sessions for staff, coordinating as appropriate with public safety agencies.
  • Conduct and maintain accurate records of required fire, safety, and lockdown drills.
  • Maintain current knowledge of codes, rules and regulations related to school safety.
  • Organizes, trains and supervises all Security employees of SCV35.
  • Completes other duties as assigned or required.

 

 

Minimum Qualifications:

  • Experience with threat assessments, protocols, and investigations.
  • Experience working as a lead in responding to emergency situations. Completion of FEMA courses IS-100C, IS-200B, and IS-700B required.

 

Education and Experience:

  • A Bachelor’s degree or equivalent experience with five (5) or more years of experience in law enforcement, safety, and/or security.
  • Experience developing, delivering training and professional development. Experience facilitating tabletop scenarios and emergency response training.

 

Required Knowledge of:

  • Knowledge of the day-to-day functions of school and district operations.
  • Knowledge of school safety practices and expectations.
  • Skills in emergency response drills and ICS responsibilities.
  • Skills in school emergency operation plans and minimum requirement guidelines.
  • Skills in Crime Prevention Through Environmental Design (CPTED) Preferred
  • Knowledge of occupational hazards and applicable safety principles and practices.
  • Skills in customer service principles, responding to calls and emails from various stakeholders.
  • Knowledge of specialized equipment relevant to the area of assignment.
  • Skills in modern office technology and applications.
  • Skills in planning and facilitating training for various employee groups.
  • Effective time management and problem-solving skills.
  • Skills in performing basic original research, compiling, assembling, and maintaining data and documentation.
  • Skills in writing and revising safety manuals and documents.
  • Knowledge in interpreting and applying applicable policies, laws, codes, regulations, and standards.
  • Skills in providing excellent customer service.
  • Skills in utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the public and others to sufficiently exchange or convey information and to provide or receive work direction.

 

Required Skills in:

  • Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely.
  • Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; functioning standard office equipment.
  • Administering a department-wide budget.

 

Physical Demands/Work Environment:

  • Work is performed outside and in a standard office environment.
  • Ability to perform duties in adverse weather conditions.
  • Ability to travel and represent the District.
